Mongolia became a member of the International Maritime Organization in 1996, but before that it joined the Convention on Transit Trade of Landlocked Countries in 1966 and the Barcelona Declaration on the Right of Landlocked Countries to Fly Their Flag in 1976.

 

In 1996, the Government of Mongolia adopted Decree No. 316 “On certain measures for the use of the Great Ocean”, which initiated the registration of ships and declared Ulaanbaatar a port city of registration, instructing the relevant ministries to create the necessary legal framework.

In 1999, the Parliament passed a law on the use of the Mongolian sea. With regard to some measures to implement the Law on the Use of the Mongolian Sea, Government Decree No. 136 of 1999 instructed the Minister of Infrastructure Development to establish a port of registration of ships of Mongolia on the basis of the Ministry of Infrastructure Development and include it in the structure of the Department of the Ministry of Transport of Mongolia. By Order of the Minister of Infrastructure Development of 1999 No. 136, it was instructed to create a “Port of Registration of ships of Mongolia” in the structure of the Department of Transport.

 

In accordance with the relevant provisions of the UN Convention “According to the law of the Sea, ”Mongolia has the right to use its own national flag on ships and continues to fulfill its international obligations by monitoring the activities of ships sailing under its own flag.

In accordance with the legislation of Mongolia, international agreements and conventions in the maritime sphere, the Mongolian Yachting Federation carries out registration actions and controls the activities of Sailing sports and motor vessels and water vehicles at a professional level.

  • Mongolia, as the owner of the flag, fulfills the obligations assumed by Mongolia under international treaties in accordance with the rules of implementation of the Legal Act of the International Maritime Organization.
  • Registration of vessels in the ship registry of Mongolia, issuance, renewal and cancellation of registration certificates, verification of the flag owner.
  • The use of seaports of neighboring countries and third countries, proposals and recommendations for ensuring access to the sea through neighboring countries and other landlocked countries, with the establishment of an international dry port in Mongolia.

Ensuring the safety of maritime and water transport in accordance with the laws and regulations of Mongolia, international agreements and conventions in the maritime field, the implementation of measures to prevent environmental pollution, the implementation of measures for the registration of ships, as well as ensuring the safety of maritime and water transport, the verification of the duty of the flag owner.

Vessels are registered in the ship registry of Mongolia as simple /temporary and permanent/, short-term. As part of the work to improve vessel monitoring, a remote vessel monitoring system is being introduced into the registration process.

The vessel may be pre-registered. Vessels that have been pre-registered will be issued a temporary registration certificate valid for a period of no more than one year without the possibility of any extension. Before the end of this period, the vessel must be transferred to the permanent register.
